Since 1986, Pennsylvania’s Manure Management Manual has provided guidance on environmentally sound methods for handling animal manure. All operations that generate or spread manure are required to have a written plan known as a Manure Management Plan. This requirement applies to horse operations, 4-H and FFA projects, as well as farmers who raise animals for personal use. Whether you apply manure using equipment or it is applied directly by your animals on pastures or in heavily used areas, you are legally required to have this plan in place.
